that current labor law (point «e» article 47 of the RSFSR Labor Law Code and corresponding points in the codes of other union republics) allows firing for unexcused absenteeism only in that case, if such absenteeism took place in a period of 3 days in general complexity(?) in the period of a month,

that in current conditions of the absence of unemployment, it encourages absenteeism, violates the normal tempo of production, and causes harm to the interests of the workers,

1. To rescind Point "e" of article 47 of the RSFSR Labor Law Code and corresponding points of the codes of other union republics.

2. To establish, that in cases of even one unexcused day's absence from work, the worker should be fired from the enterprise or establishment, with loss of the right to use ration and commodity cards issued to him as a worker in said enterprise or establishment, and likewise with loss of the right to use an apartment given him in the housing of said enterprise or establishment.

3. To propose to the governments of union republics to adopt corresponding changes in their labor law codes.
